none besides gandhi viewed manpower or labor is essential to make India prosperous that includes ISI (communists) economists who manned planning commission. None truly invested any efforts to make Indian labour internationally competitive and worthy. Economy remained stagnant Nationwide as a result and as a whole.
Institutions, too including ISI, have no quality when reservation was introduced instead of merit both for students and staff. merit belongs to individual, and not of any community university or what degree one holds ~ higher lower caste religion region university ...

in my final years i had many many hours of personal one to one discussions with my teachers jroy empaul jkghosh mgnadkarni ashokmaitra tadavis .... about the paralysis in isi that was taking place. they all knew but their personal and family matter took precedence; in fact they drove away some like dbasu; and some who cared left on their own not wasting any more time...with conflicting personal, family, business interest prevailing always. ISI underwent full government takeover. End of the matter.
