In Purana story of Mahabharata, Dhritarashtra is the blind King married to Gandhari who blindfolded herself in order not to supercede her husband's ability. Her brother Shakuni, Vulture, descended to wipe off Hastinapur leaving Gandher permanently. Gandher or Kandahar known for sculptures without much resources otherwise.
